RoHS — the Restriction of Hazardous Substances Directive (EU 2011/65/EU) — limits the use of specific toxic materials in electrical and electronic equipment. The restricted list covers lead, cadmium, mercury, hexavalent chromium, and two brominated flame retardants, plus four phthalates added in the recast. It is a baseline environmental and safety requirement for any electronics placed on the EU market.
For an LED wall, RoHS touches the whole bill of materials: solder, component packages, cabling and the board laminate. Compliance means the panel is safer to handle, safer at end-of-life, and legal to sell in Europe.

Technical Note: Weight Percent and the 0.1% Line
Equation (1) defines the restriction quantity: the mass fraction of substance x within one homogeneous material mhom - a screw, a solder joint, a plastic lens - not the whole product. Equation (2) converts weight percent to parts per million. Equation (3) is the RoHS threshold itself: 0.1% by weight, 1000 ppm, per homogeneous material, which is what supplier declarations and lab tests must demonstrate.
